Developing countries' external debt surges to record $9.4 trillion: WB

WASHINGTON, 6th November, 2026 (WAM) - External debt of developing countries jumped 5.5% to a record $9.4 trillion in 2025, the fastest pace since 2021 and about four times the 2022-24 average, according to the World Bank Group's International Debt Report 2026. Access to international finance has improved, but the price of finance has not, and high debt burdens in the poorest countries threaten to crowd out essential investments in people.Private financing drove much of the increase. Borrowing from private creditors jumped and bond issuance from public entities rose nearly 35% to $251 billion, the highest level in five years as markets reopened to many developing countries. External debt grew fastest among the most vulnerable countries, increasing 8.1% to $1.3 trillion in countries eligible for concessional financing from the World Bank Group's International Development Association (IDA)."The return of private lending to low- and middle-income countries is welcome, but these countries are borrowing more, paying more, and in many cases leaving less for long-term development," said Haishan Fu, World Bank Group Chief Statistician and Director of Development Data. "Managing debt responsibly means giving everyone-including future generations-a chance to thrive."Many governments issued new bonds to buy back maturing debt, smoothing repayment profiles without significantly reducing debt stocks, often at higher interest rates. Early 2026 data show continued demand for international bond financing from low- and middle-income countries despite the high costs. By mid-August, more than 10 countries had exceeded their full-year 2025 issuance, while several others returned to international markets.IDA-eligible countries paid an average of 8.2% on new private-creditor commitments in 2025-the highest rate since 1989-and 9.4% on new bonds. The gap between the rates IDA-eligible countries paid to official and private creditors widened from 3.4 percentage points in 2016 to 5.5 percentage points in 2025.In comparison, countries eligible for only non-concessional loans from the World Bank Group's International Bank for Reconstruction and Development (IBRD) paid an average of 5.5% on new bonds, an improvement from the 5.8% rate the previous year.Debt-service pressures remained severe amid elevated global interest rates. Low- and middle-income countries paid $1.4 trillion in principal and interest in 2025, up 1.9% and marking a fifth consecutive annual increase. Payments to bondholders climbed to $363 billion, partly reflecting debt buybacks and prepayments financed through new bond issues.Between 2022 through 2025, developing countries paid $436 billion more in debt service than they received in new financing. The direction shifted in 2025, however, as long-term debt flows turned from a $118 billion net outflow in 2024 to a net inflow of $45 billion.

FIBA 3x3 World Tour debuts in Dubai under landmark strategic partnership running through 2028

DUBAI, 6th November, 2026 (WAM) -- The global showpiece of half-court basketball arrives in the Emirates tomorrow (Friday, 6 November 2026) as the inaugural FIBA 3x3 World Tour Dubai 2026 tips off at Festival Bay, Dubai Festival City. Organised by the Dubai Sports Council (DSC) under the supervision of the International Basketball Federation (FIBA) and in collaboration with the UAE Basketball Association, the two-day spectacle will bring the world's premier streetball talent to the waterfront venue for the very first time, culminating in Saturday night's grand finale on 7 November.Details of the tournament were formally unveiled at an official press conference held on-site Thursday, addressed by Eisa Sharif Al Marzouqi, Director of the Sports Events Department at the Dubai Sports Council; Salem Al Mutawa, Secretary-General of the UAE Basketball Association; Ignacio Soriano, Head of Events and Partnerships at FIBA 3x3; and Paris 2024 Olympic gold medallist Worthy de Jong of Team Amsterdam Rabobank. The tournament marks the curtain-raiser of a landmark three-year strategic partnership running until 2028 between the Dubai Sports Council and FIBA, in cooperation with the UAE Basketball Association. The agreement establishes a sustainable platform for staging elite international 3x3 competitions while further cementing Dubai's stature as a premier global hub for major international sporting events.Speaking at the announcement, Eisa Sharif Al Marzouqi emphasised that the three-year pact with FIBA aligns seamlessly with the objectives of the Dubai Sports Sector Strategic Plan 2033. The blueprint designates basketball among 17 priority sports of global resonance and is anchored by four foundational pillars-Community, Events, Clubs, and Talent-supported by 19 programmes and 75 initiatives designed to elevate the sporting sector and reinforce Dubai's global standing."With 14 world-class teams competing this weekend, our priority at the Dubai Sports Council was to ensure this global spectacle leaves a lasting community legacy that begins in our schools," said Al Marzouqi. "Our build-up programme featured visits by the champions of Team Amsterdam to schools across Dubai, giving students the rare opportunity to engage directly with the finest players on the planet. Furthermore, the tournament's centre court has already hosted the 3x3 finals of the Dubai Schools Games, directly bridging grassroots scholastic competition with the elite international stage."He added: "A core objective of bringing the World Tour to Dubai is to cultivate a deep talent pool in 3x3 basketball and broaden community participation. This tournament sits at the apex of a comprehensive developmental ecosystem that includes the Dubai Open Basketball Academies Tournament-which drew more than 2,000 players-and the Dubai Schools Games, featuring 1,500 male and female students. That footprint extends across women's athletics through the Sheikha Hind Women's Sports Tournament, as well as inclusive participation for People of Determination at the Nad Al Sheba Sports Tournament, which seamlessly integrates 3x3 action with wheelchair basketball."Ignacio Soriano hailed the emirate's readiness to join the international circuit: "Dubai possesses the facilities, the passionate fanbase, and the ambition required to stage the absolute pinnacle of 3x3 basketball. We are immensely proud to bring the World Tour to Dubai for the first time and look forward to building upon this partnership with our local counterparts through 2028. With 14 international contenders and the sport's marquee names on the roster, spectators are in for an unforgettable two days that transcend pure sport-blending elite athleticism with the live music, entertainment, and festival culture that define 3x3 basketball."Echoing the sentiment, Salem Al Mutawa, Secretary-General of the UAE Basketball Association, noted the watershed moment for the domestic game: "Hosting the FIBA 3x3 World Tour represents a vital milestone in the ongoing evolution of basketball across the United Arab Emirates. This event grants our domestic players, coaches, and aspiring young athletes front-row access to observe the world's best at close quarters, providing a major catalyst for the sport's national growth. We look forward to working closely alongside the Dubai Sports Council and FIBA throughout this partnership until 2028.''

ABU DHABI, 6th November, 2026 (WAM) - The UAE VERIFY, a digital platform operated by the Telecommunications and Digital Government Regulatory Authority (TDRA), has issued more than 42.926 million digital trusted documents since its launch in 2022.The total number of documents verified through the platform has exceeded 1.252 million, while the platform currently supports 88 types of digital documents issued by 32 federal and local government entities.Launched in mid-January 2022, the platform enables government and private-sector entities, as well as individuals, to instantly verify the authenticity of documents issued by participating government entities. This can be done without requiring physical documents or requesting certified copies. The platform also allows customers' documents to be converted into trusted digital documents that ensure privacy and meet the highest standards of information security.Individuals can obtain a "Trusted Digital Document" through the platform's partners or via the UAE PASS. Meanwhile, government entities can add digital documents to the platform after joining as partners. The platform is considered one of the UAE's leading initiatives accelerating comprehensive digital transformation. It uses blockchain technology and operates as a shared, real-time and encrypted digital ledger for processing and recording various transactions, contracts and documents. This helps establish trust in digital data and documents, verify their authenticity through digital auditing, and facilitate the sharing of information and documents. These figures take on added significance in light of the expansion of integration and the transition towards smarter and more proactive services across the government services ecosystem in 2026. During the year, TDRA launched a programme to enable government entities to accelerate the integration of digital identity services into their systems efficiently and securely, further enhancing the connectivity of the customer journey. The results of the 2026 Digital Government Customer Satisfaction Survey also showed that the UAE ranked first globally in satisfaction with digital government services, at 89%, and in their usage, at 53%.These developments demonstrate that document reliability and instant verification are fundamental pillars of a comprehensive digital experience built on trust, data protection and ease of completing transactions.Since its launch, the UAE Verify platform has represented a significant step towards achieving the objectives of the UAE Government Services Strategy, which aims to deliver human-centred services, strengthen trust between the government and society, enhance the country's global competitiveness, ensure sustainability and improve operational efficiency. The platform was launched as part of the UAE Digital Government Roadmap 2021-2025, which aims to achieve 100% digital government services by focusing on individuals, businesses and federal government employees. The roadmap is based on several strategic priorities, most notably enabling integrated, accessible and efficient digital services designed around customer needs, while also enhancing digital capabilities and skills.UAE Verify is a digital platform that enables citizens and residents to secure instant verification of Digital Trusted Documents issued by government entities. It verifies the document's authenticity, integrity and validity from the official source. Powered by blockchain, the platform is secure, tamper-proof and in real-time.
